Title: Type III cleaner question

This cleaner has some type of material, not paper, between the disc and the bullet. Has anyone ever encountered anything similar?

Yes. It is a slotted zinc disc that was between the bullet body and bottom disc.  Usually it corrodes away which is why you don't see it often.

Thanks for clarifying that. I've found close to a hundred cleaners over the years and never encountered this.
