I spoke to pc George about this one and he is stumped.  I dug these frags at a federal training camp and just recently found the none anvil.  The tread of the fuse hole as well as the anvil is 1 3/8 inches dia.  The shell would have looked like a schenkl but with rounded shoulders and no grooves in the tail.The thickness of the shell is about 3/8 inches thick.  I also found what appears to be a cast iron bursting charge can about the same dia of the fuse.
