Hello,

We have someone who has this badge and wants to find out what he can about it.  We figured there was a good chance that some of you learned and experience people might know a bit about this.  Anyone have any knowledge of this badge?   Sorry but I don't know any more than what is shown in the image.  If you have questions I'll try to find the answer.  Thanks.
