So the government is spending thousands upon thousands of dollars and wrecking lives because someone saved relics which they'll never do anything with.  They would be allowed to stay in the water and deteriorate with many deteriorating to nothing.  I don't know the details but wonder if they knew they were breaking laws.

an important use of words here is:
     illegal to excavate archaeological sites on federal property
So it should be noted that ARPA laws protect all federal property, not just historic parks.  It is just as illegal to detect on a military base as it is on Gettysburg.  TVA land is federal property.  Important to remember if detecting around any federal property.
