The Hotchkiss series fuzes were all made commercially.  Winchester held the license in the U.S. in the 1880s.  The strikers are not at all alike, as the Hotchkiss is not ring-resistance.  Rather, the firing pin is serrated on the sides and cast in lead inside a copper tube.  The only similarity is that they are both armed by set-back.  The Hotchkiss primer is a foil wrapped wafer.
