Can anyone ID this button?

Can anyone ID this button? It has Horstmann Bros & Co. Phil. on the back. The front appears to have ~30 lines in a circle (like on a watch face or a sundial?). Is it CW military?

I am not a button collector, but I didn't see anything close listed when I did a quick thumb through "Record of American Uniform and Historical Buttons" .
It is history that teaches us to hope.

I am definitely not a button guy having nearly no luck finding the elusive little brass items over the years.  The picture is rather small to have a good idea but it appears to be what many people call "flower buttons".  They seem to often be found among the war items.  I'm confident we have some avid relic hunters that did a much better job of finding buttons amongst our group who can shed some light on this.
