Help ID buckle or belt attachment

Can anyone help me ID this odd brass buckle or belt attachment. It is about 1 1/2" by 1 1/4" and has a large hole for a screw attachment of some sort. It was found near some other Civil War cavalry relics. Is this CW military of some sort?

I got two replies from another blog site and they identified my find as civil war tourniquet buckle! Check this out:
