ORD W marked USN watercap fuse

This walked into the Marietta Show and I pounced.  Does anyone know what the "W" stands for?

Mike, I don't know what it stands for but would it be the same company as the W stamped  Parrott fuse adapter??

That is a unique fuze you have there.  We discussed the "W" in an interesting post back in October 2012.  ORD obviously stands for the Ordnance Dept., that was located in the Washington Navy Yard.  The issue of the second D is another question that has yet to be answered.  The D & the W could be differing manufacturers, but I was under the impression that the Ordnance Dept. were the manufacturers of the Watercap fuze.  Alger was the origin of the fuze, but I do not think we have any with their initials on the face?
More research is definitely needed here!
