artillery tool?

where we have a British style bayonet possibly for artillery use due to its style and weight of blade. notice the tool incorporated into the crossguard. does this look like any fuse setting tool you have seen? could just be a gun tool, and I realize its not US, but is probably the correct time period. any info would be a help for its ID

Never seen a Civil War artillery tool like this.  Would make sense that it is for the gun or mount that held it to the gun.
