The picture from this incident shows what  appears to be a 12# shell with a paper fuse in a fuse adaptor.

Sharp eye, I agree that it does have a metal time fuse adapter with part of the paper fuse protruding.
I had written to the newpaper writer, Carlos, and asked about the type and nature of the fuse and she sent my request to Elizabeth stern presumably of the park service.  Ms. Stern said only that it was a time fuse.

To All,
   The lady from the park service semt me the copy that appeared in the paper. Look carefully to left center and you can just make out the metal time fuse adapter. Cheers. I explain to her that people are available that will inert the park's shell for a modest fee in order to save the historical destruction of these relics that appear from time to time. She said she was unaware of that.

Thanks for posting John.  The interesting thing about that image is that just below the ball you can see the impression in the earth where they appeared to pull the ball out of.  It is a safe bet no one has swung a detector there in a while.  Even a MetroTech could find that one!

I'm sure we could get them drilled for free for shells that they'll keep for display rather than blow them up.  I'll even clean and coat them for free.  But my guess is they want them dealt with right then before the highly unstable explosive device levels the city so they won't wait for the logistics to be worked out.
