Title: any ideas what this is?

found a few years back and never could find any information, the bottom is cone shaped and has a 6lb solid shot in it. The whole thing is cast iron and fragile. i'm not sure of what letters are on it, other than U S. All help is appreciated.

is the bottom solid or open? almost looks like a check valve

bottom is open
