Help ID this second brass item

Can anyone help ID this second brass piece I found on a battlefield site (with permission).  It's constructed of fairly heavy brass, 3" long and 9/16" in diameter at the end with a 3/8" hole in end.  Is it military and of CW period?

Dave, it is a tent rope adjuster or a tent slip as it was called when patented Nov. 30, 1880. These have been found in Civil War camps but the thinking is these are post Civil War. North South Trader Civil War had an article a while back noting these to be post war. I don't have the issue at my fingertips. Maybe others will weigh in on this.
