Title: .22 cal Fobert?

This came up under a shell search:}  ( yes I'm from the "other side" in artillery), did they actually use bullets this small, or is this someones dream?

They did use bullets this small, but to my eye this is not a Flobert (note the "L").  Looks more like a 22cal Smith & Wesson bullet to me.

when googling, a lot of posts missed the L  LOL. so S&W that would make it cartridge post war?  Thanks Mike, still like the small bullets I got from you before

That bullet is not a Flobert.  But to answer your question, they had no "stopping" power so were not really for military use...but I know Dean found that some Confederate arsenal had a Flobert rifle and some ammo in their inventory...I want to say someone like N.B. Forrest had one of these.
