What was the purpose of having three fuses on the 15" ball, lack of dependability of one?

   It is my udestanding that the three watercap fuses had three separate times and gave the gunner more time options.

I understood it to triple the chance of the shell going off figuring if you had 3 fuses at least one should get lit and burn all the way.  Maybe one of the avid artillery readers has read what Dahlgren or whomever devised that option had in mind.
