What do you think of this? Hand forged sizing ring

I am skeptical that a hand forged piece would have the precision needed for a sizing ring. Also, I don't like the frying pan handle, which looks distinctly amateurish. Views?

I know nothing about artillery/cannon balls but this thing has been listed for months on eBay.

I can't offer any more than an opinion, but that handle looks like modern artisanry to me.

I don't collect these nor have I seen much in the way of documentation on them. but my sense of logic tells me there would be no such thing as a hand made sizing ring.  By definition these are a precision tool used by a manufaturer or ordnance department and would not be hand made.

The "SOLD AS IS" and "NO RETURNS" doesn't lend any credibility to something he wants $2400 for either.
