Description:This is the standard copper time fuse adapter for use in rifled shells except that a soldier cut the bottom portion off. This is neatly done and the patina is clearly old and contemporary with the rest of the fuse adapter. My thinking is he cut it down so it could screw into a shell. The cavity was probably obstructed by a case shot ball os some other impediment.
